fix: 更新健康检查URL路径

- 将docker-compose.yml和docker-compose.prod.yml中的健康检查URL从`/health`更新为`/api/v1/health`
- 确保前端和后端服务的健康检查一致性

此更改确保服务健康检查指向正确的API路径。
